apis.gometa.org docs

Simply send a GET request to https://apis.gometa.org/cedulas/[YOUR QUERY HERE], and you'll get some JSON back with your search results.
It really couldn't be any simpler, I think.
You can search for cédulas jurídicas, físicas or using words.
When searching for cédulas, you can include the old 2-digit checksum at the end but you don't have to.
If you're searching for words, only full-word matches will be returned, and words shorter than 4 characters will be ignored.
The current request limit is 20 requests per IP per 5 minutes. You can get an API key at https://apis.gometa.org/cedulas/signup if you need more.
This is a free service, using publically available data that was licensed to 'los contribuyentes de Costa Rica'.
